Hello, I was wondering if New Super Mario Bros U would be able to run on a pc with these specifications:

Operating system: Windows 10 Pro 64-bit.
Processor: Intel(R) Core(TM)2 Duo CPU E8400 @ 3.00GHz (2 CPUs), ~3.0 GHz.
Memory: 4GB RAM.
DirectX: 12.
Video: NVIDIA GeForce GTS 250, (2504MB).

Should this PC run this game on CEMU or not cause I am having issues getting it to run. If not, what is CEMU most dependent on, the CPU, RAM, Video card or all three?

No it won’t. The gpu is too old and doesn’t support the required OpenGL version.
Cemu is mostly cpu demanding. However your computer is pretty terrible for cemu all around.

Windows 7 (x64) or above
OpenGL 4.1 minimum (4.6 is used if available)
RAM: 4 GB minimum, 8 GB or more recommended
Microsoft Visual C++ 2017 X64 Redistributable

For 45-60fps with 1080p I'd recommend
Intel Core i5 4670k
GTX 750 Ti 2GB
8 - 16GB DDR3 Ram

The lowest I'd go is a 560 Ti or any fermi card. They support OpenGL 4.1 and should work fine because as the mod said it is mostly CPU intensive. But even get a 2gb version if you go that route.
As for a CPU, the FX 6300 for example is fantastic value for money and will get you at least 30fps. the E8400 is a dual core, and if you want anything playable you'll need at least 4 cores and at least somewhat modern(2012+)

Not so. "Experience Mario like never before... in full 1080p HD, only on the Wii U console!" a message on the game's official site reads.
New Super Mario Bros. U was previously shown off at events running in 720p.
But it's not the first Wii U game announced to take advantage of the system's 1080p horsepower. 2D platformer Toki Tori - also a launch title - will display in 1080p. Other titles have been confirmed as not, such as the Mass Effect 3 Wii U port
