    compatible PC

    I want to get a new PC that's compatible for CEMU. What type of PC and with operating system would be recommended?

    All current gen hardware is great for cemu. 64bit Linux and windows 7 or newer.

    That's good to know, but what type of graphics card should be on it? I have ATI Radeon HD 4200 and I was told because of that my computer can't run cemu and the HD 4200 does not support the required version of OpenGL. What type of graphics card would you recommend?

    What you heard about the he 4200 is true. But that is no where near modern. Anything hd 77xx and higher will work and for Nvidia anything 400 series or higher. If your goal is really just botw I would suggest Nvidia otherwise my top choices on the cheap would be gt 1030 or rx 460.

    If the CPU is a new Ryzen or Intel of 4cores/4threads and up and 4GHz or more, even an AMD GPU should be fine. BotW has bugs at fps other than 30 anyway.

    If the CPU is barely enough, e.g. a laptop with 2cores/4threads or an old desktop, then NVIDIA GPU drivers might help at BotW because they lower CPU needs.

    2 choices

    Okay, so I have narrowed my choices down to 2 types. The first one is a Dell - XPS Desktop - Intel Core i7 - 16GB Memory - NVIDIA GeForce GTX 1050 Ti - 1TB Hard Drive + Intel Optane Memory and the other is a Dell - Inspiron Desktop - AMD Ryzen 7 1800X - 16GB Memory - AMD Radeon RX 580 - 1TB Hard Drive + 256GB Solid State Drive. Which one would be better for me to use CEMU?

    i7s have various models; old and new especially; without that info it's hard to tell (plus some less important info is missing like RAM speed). Better learn to fish: know that in general OpenGL drivers on Windows from AMD have an overhead on the CPU needs of Cemu for its emulated renderer so for that almost any NVIDIA is preferable (unless it's linux, unless you wait for the Vulkan bankend next year-ish, unless the game doesn't need it (e.g. mainly BotW is what people need very high performance for and even then only 30fps doesn't have several bugs).
