I everyone,
is it normal that i have only above 20 - 24 fps and lots of drop of framerates with my configuration ?

You don’t have cemuhook and your game is v33. Meaning most of your graphics packs don’t work. So yes that FPS is to be expected.
Edit: your gpu drivers are also out of date.
